Policy and Program Support

EnDyna provides policy and program support to federal agencies and the states to more effectively develop and institute more effective pragmatic approaches to challenging problems. We provide policy and program support in three general areas: guidance and policy support, expert peer reviews, and scientific research and analysis.  

EnDyna's Policy and Program Support services include:

  • Technical and management analysis of alternative regulatory strategies
  • Guidance materials development
  • Public comment and response process management
  • Cost/benefit analysis of policies, regulations, and program initiatives.
  • EnDyna’s guidance and policy support offers:

    • Development of models, protocols, issue papers, and technical guidance
    • Support of risk assessment and risk management decision making
    • Analysis of regulatory and non-regulatory risk basis/risk reduction impacts
    • Development and delivery of training
    • Design and production of print and electronic communication products

    EnDyna oversees the planning, implementation, and summarization of scientific and technical external peer review panels. The services provided include:

    • Identification and vetting of independent technical experts
    • Coordination and oversight of all expert schedules and contractual agreements
    • Distribution and management of all peer review materials and expert deliverables
    • Planning, supervision, and onsite support of any face-to-face meetings, workshops, or presentations
    • Compilation, summarization, and reporting of peer reviewer comments and government response to comments

    Finally, EnDyna also provides support for scientific research and analysis. EnDyna works with federal agencies, state governments, technology developers, and end-users to identify and resolve prevalent challenges. Such scientific endeavors include barriers to new environmental technology deployment and use; human health and environmental risk; sustainability; exposure assessment; climate change; air quality and radioactive waste management; and integrated pest management.

U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Peer Review Facilitation and Management Services – BSEE works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. Under this 5-year BPA, EnDyna facilitates and manages the peer reviews of highly influential scientific assessments. EnDyna provides a comprehensive peer review process (including hypothesis development, modeling, data collection and analysis, and conclusions) that evaluates research information and associated documents planned for dissemination by BSEE.

Defense Human Resources Activity (DHRA) HQ, On-Site Administrative and Management Analyst Support – EnDyna currently provides administrative and management services to the Defense Human Resources Activity (DHRA) Headquarters (HQ). These services support various offices within DHRA HQ – including the DHRA HQ General Counsel (GC), Business Enterprise and Human Capital Office (BEHCO), and Policy and Program Support (PPS) team – to better meet mission requirements. The EnDyna Team provides on-site support services to further execute the DHRA Privacy Program, policy program offices, including identification card policy (Common Access Card), combatting trafficking in persons, and performing administrative support for various DHRA leaders and staff, including the DHRA Director, Deputy Director and General Counsel (GC).

U.S. Environmental Protection Agency (EPA), Office of Policy (OP), National Center for Environmental Economics (NCEE), Risk Assessment/Risk Management and Benefit Assessment – The NCEE is EPA's center of expertise for leading-edge research and analysis in environmental economics, and assists EPA's program and staff offices to apply sound economics in analysis development. Under this prime contract, EnDyna provided technical support to NCEE in the areas of Benefit Assessment, Technology Assessment/Engineering Cost Analysis, and Risk Management and Control Option Analysis. Furthermore, EnDyna analyzed environmental release (including fate and transport), dose response, and human and ecological exposure and risk assessments. Technical support services included:

Environmental Council of States (ECOS), Innovative Technology Guidance Support for State Regulator Teams – For over ten years, EnDyna provided programmatic support to ECOS Interstate Technology and Regulatory Council (ITRC). ITRC is a state-led coalition of more than 45 state agencies, Tribal governments, federal partners, citizen stakeholders, and business and industry representatives. Organized into topical teams, EnDyna helped promote the acceptance of innovative environmental technologies, decision-making processes, and approaches designed to reduce the risk to human health and the environment. Over the course of the multi-year contract, EnDyna has managed approximately 100 tasks, developed 25 technical documents, coordinated 250 team calls and 90 meetings, and developed and delivered 25 internet-based training sessions. In addition, EnDyna developed and served as the moderator of four Internet-delivered training courses on risk assessment; advised teams on creating and updating multi-year and annual work plans with milestones and performance measures; prepared monthly and semi-annual Project Tracking Reports; and helped maintain the teams’ public and internal web pages.

EPA, Peer Review of America's Children and the Environment, Third Edition – EnDyna supported the expert peer review of children's environmental health indicators and statistical methodology for the EPA's National Center for Environmental Economics (NCEE) revision of America's Children and the Environment, Third Edition. This report addresses the trends and status of important factors related to children's environmental health for improved monitoring and prioritization. The peer review was composed of over 40 expert reviewers throughout the country.

EPA, Office of Research and Development (ORD), Peer Review of Science to Achieve Results (STAR) Fellowships – EnDyna coordinated an external expert peer review of EPA ORD's National Center for Environmental Research (NCER) Science to Achieve Results (STAR) Graduate Fellowship research applications. The external peer reviews helped NCER maintain credibility and transparency in its efforts to support EPA's research agenda. These reviews help to ensure that STAR program awards are based on scientific and technical merit, as well assessed the feasibility and soundness of the proposed research methodologies.
